The Lee County Port Authority has started work on the terminal roadway improvements that are part of the Terminal Expansion Project Phase 2 at Southwest Florida International Airport (RSW). Travelers will notice construction fencing on the lower level roadways and there will be changes to the location of ground transportation options starting Wednesday, Jan. 8, 2025.

Southwest Florida International Airport (RSW) is expanding its terminal to improve on airport efficiency and provide passengers with more amenities and options.
Plans for the RSW Terminal Expansion Project Phase I include consolidating the Transportation Security Administration checkpoints into a new 16-lane configuration and providing additional seating, concession spaces and a business lounge. In total, more than 164,000 square feet of space will be remodeled and 117,000 square feet of new walkways and concession space will be added to the airport terminal.
The $331-million project is being funded with grants from the Florida Department of Transportation, Passenger Facility Charges (PFCs), airport revenue bonds and Lee County Port Authority LCPA construction funds. No ad valorem (property) taxes are used for airport operation or construction. This expansion is the second-largest public works project in Lee County history, only being surpassed by the airport’s Midfield Terminal Complex construction completed in 2005.
Plans includes expansion of the airport terminal on all three levels to include a new ticketing lobby and Bag Claim area; new Baggage Handling System; a new Concourse E with 14 initial gates and the infrastructure to support 19 gates in the future. Concourse E will include a new Transportation Security Checkpoint and expanded retail and food & beverage concessions; airside improvements; chiller plant building upgrades; and, road and curbside improvements that will reconfigure and expand terminal access roadways.
One of the key products of a master plan is a set of drawings that provides a graphic representation of the long-term development plan for an airport. The primary drawing in this set is the Airport Layout Plan (ALP). Other drawings may also be included, depending on the size and complexity of the individual airport.
The ALP depicts existing airport facilities and proposed developments as determined from the planners’ review of the aviation activity forecasts, facility requirements and alternatives analysis. The ALP drawing set is a set of planning drawings and is not intended to provide design engineering accuracy. Individual items such as runway coordinates, obstruction survey data and application of airport design standards must comply with Federal survey standards. The ALP preparer will need to define accuracy requirements for specific elements of the ALP in cooperation with the airport sponsor and approving agencies.
